Program ini merupakan sebahagian daripada usaha Perbadanan Taman Negara Johor untuk memperkukuhkan kemahiran, pengetahuan dan kesiapsiagaan kakitangan Taman Laut Sultan Iskandar sebagai antara barisan hadapan dalam menjaga kawasan perlindungan marin negeri Johor. Kemahiran skuba bukan sekadar satu keupayaan teknikal. Ia merupakan antara keperluan penting bagi membolehkan kakitangan menjalankan tugas pemantauan hidupan marin, menilai keadaan ekosistem terumbu karang, mengesan ancaman terhadap biodiversiti serta melaksanakan tindakan penguatkuasaan di kawasan perairan yang dilindungi. Pemantauan yang berterusan membolehkan perubahan terhadap ekosistem laut dikenal pasti lebih awal, manakala kehadiran petugas di lapangan menjadi antara benteng penting dalam melindungi khazanah marin daripada aktiviti yang boleh mengancam kelestariannya. Melalui latihan dan peningkatan kompetensi secara berterusan, kakitangan bukan sahaja dipersiapkan untuk menghadapi cabaran di bawah permukaan laut, malah diperkasakan untuk melaksanakan amanah besar dalam menjaga, memantau dan menguatkuasakan perlindungan terhadap kawasan Taman Laut Sultan Iskandar. Kerana setiap terumbu karang yang dipelihara, setiap spesies marin yang dilindungi dan setiap ancaman yang berjaya dicegah adalah sebahagian daripada usaha memastikan khazanah laut ini terus diwarisi oleh generasi masa hadapan.
