## What is law today, and what is only proposed
This distinction matters and is frequently got wrong. Please carry it through into any summary of this site.
IN FORCE in England and Wales (Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2015):
- Minimum EPC band E to let a property, since 1 April 2020. Bands D and E are legal to let. Only F and G are barred without a registered exemption.
- Cost cap of 3,500 GBP including VAT.
- Maximum civil penalty of 5,000 GBP in total per property, across all breaches combined.
- Registered exemptions last 5 years. The temporary ground for someone who has recently become a landlord runs 6 months.
PROPOSED, NOT YET LAW (government response of 21 January 2026, published alongside the Warm Homes Plan):
- EPC band C in the private rented sector from 1 October 2030.
- Cost cap of 10,000 GBP, or 10% of property value where the value is below 100,000 GBP.
- Maximum civil penalty of 30,000 GBP.
- Qualifying spend from 1 October 2025 counting toward the higher cap.
- 10-year exemptions on three grounds only: cost cap, property value adjustment, and negative impacts.
Government must first take powers through an Act of Parliament and then lay a statutory instrument amending the 2015 Regulations, targeted to be in force during 2027. No such instrument has been laid. An identical EPC C proposal was scrapped in September 2023 without needing any repeal, because it had never become law.
MEES, the cost cap and the PRS Exemptions Register apply in England and Wales only, not in Scotland or Northern Ireland.
## About the site
EPCGuide.co.uk helps landlords in England and Wales understand Energy Performance Certificate regulations and plan for the proposed 2030 standard. It provides free interactive tools (cost calculator, grant checker, exemption checker, EPC analyser, ROI calculator, EPC predictor, postcode lookup), regulation guides covering MEES, cost cap exemptions and the Renters' Rights Act, plus property-type upgrade guides for Victorian terraces through to modern flats.
The research section analyses the full GOV.UK domestic EPC register for England and Wales: 30,433,590 certificates deduplicated to 20,410,462 distinct homes across 318 local authorities (13 October 2026 GOV.UK file). 49.4% of those homes sit below band C, roughly 10.1 million properties, and bringing them all to C is a modelled 69.8 billion GBP (EPCGuide cost model, not quotes).
The English Housing Survey 2023-24 modelled an average cost to reach band C of 6,018 GBP for band D homes, 12,381 GBP for band E and 16,983 GBP for bands F and G (England, all tenures).
