Phoenix, San Francisco and Los Angeles went through the same cycle, each faster than the last, and the blue cities still debating robotaxis should look at how it ended. - [Should Europe’s Digital Omnibus Discriminate Against Gatekeepers?](https://progresschamber.org/insights/digital-omnibus-dma-gatekeeper-amendments/): The Digital Omnibus was supposed to simplify Europe’s digital rulebook, not create new obligations for companies already subject to extensive regulation. Yet several proposed amendments would do precisely that, turning DMA gatekeeper designation into a regulatory shortcut to discriminate against gatekeepers across unrelated activities. - [What California’s Social Media Law Should Teach the 2028 Field](https://progresschamber.org/insights/what-californias-social-media-law-should-teach-the-2028-field/): As Democrats weighing presidential runs in 2028 work out their tech policy positions, an under-16 social media ban is increasingly becoming part of the conversation. The day the Australian under-16 social media ban took effect in December 2025, Rahm Emanuel urged the United States to follow Australia in establishing a ban. - [The State of Affordability: What Democrats Got Right in Energy](https://progresschamber.org/insights/the-state-of-affordability-what-democrats-got-right-in-energy/): Fighting an Uphill Battle And Notching Some Wins - [The Gas-fueled Midterms](https://progresschamber.org/insights/the-gas-fueled-midterms/): Diesel has made the price of just about everything go up, and Republicans will have to pay for it. - [New Jersey’s Last-Mile Antitrust Case Against Amazon Is Running on Empty](https://progresschamber.org/insights/new-jersey-amazon-dsp-antitrust-case/): New Jersey’s complaint converts a contractor network into an antitrust market, substitutes the resulting 100 percent share for proof of monopsony power, and treats common features of an integrated business relationship as exclusionary conduct. - [Digital Markets Act Enforcement Goes Wrong on Google Search](https://progresschamber.org/insights/dma-google-search-decision-consumer-benefits/): The Commission recognises that integrated services can provide useful functionalities, yet Article 6(5) prevents those benefits from justifying preferential treatment. The emerging evidence suggests that compliance can come at significant cost to users, without necessarily creating better opportunities for smaller businesses. - [BAAJA Shows the Need for a Case-by-Case Approach to Environmental Activists](https://progresschamber.org/insights/baaja-shows-the-need-for-a-case-by-case-approach-to-environmental-activists/): Cheaper Energy and Protecting Nature Are Not Opposites - [The AI race is still competitive and wide open. Europe should take that lesson seriously: successful intervention must mean separating abusive conduct from the benefits that publishers, advertisers and consumers rely on. - [The Coding Arms Race in Healthcare](https://progresschamber.org/insights/the-coding-arms-race-in-healthcare/): Hospitals, Insurance, and AI - [Bring the Technology Debate Back to the Kitchen Table](https://progresschamber.org/insights/bring-the-technology-debate-back-to-the-kitchen-table/): Even if we are in a new populist era in politics, Democrats do not need to choose between cheerleading for Silicon Valley and declaring war on it. The better approach to both policy and messaging starts with the questions that Americans are asking around the kitchen table. How can technology make life more affordable? How can hard work lead to a better future? - [The State of Affordability Series: Housing!](https://progresschamber.org/insights/the-state-of-affordability-series-housing/): We stacked up some wins across the country! - [The Affordability Report: Week of September 28th](https://progresschamber.org/insights/the-affordability-report-week-of-september-28th/): As we inch closer to the midterms, all indicators surrounding the economy from inflation and mortgage rates, to even gas prices really seem to be taking a toll on Americans everywhere. The positive news lies in the states with child care bonuses, and states working to protect food assistance from the Trump administration. - [Mandating AM Radio Exemplifies Three of Washington’s Worst Habits](https://progresschamber.org/insights/mandating-am-radio-exemplifies-three-of-washingtons-worst-habits/): Free for Legislators, Not Free for Consumers - [There’s No Free Lunch with Social Media Age Gates](https://progresschamber.org/insights/eu-kids-act-age-verification-no-free-lunch/): No one disagrees that internet users should access content appropriate to their age. The harder question is how to enforce age limits. With its newly proposed KIDS Act, the European Commission has taken the brave step of providing an answer: the EU Age Verification Scheme. It is the most promising option on the table, but only if the EU gets the details right and does not rush it. - [Spanberger and Sherrill Show 2028ers the Way on Data Centers](https://progresschamber.org/insights/spanberger-and-sherrill-show-2028ers-the-way-on-data-centers/): Clear Rules Without a Statewide Ban - [Can Janeese Lewis George Surprise D.C.?](https://progresschamber.org/insights/can-janeese-lewis-george-surprise-d-c/): If you scour across the interwebs, there are no shortages of headlines and blogs looking to uplift the ongoing “Democratic factional debates,” whether leftists or moderate Democrats should be pushed out of the party first. This means that any member from either camp will be watched closely to see if they will live up to expectations or not. I wanted to focus this week’s post on the upcoming Democratic Socialist, Janeese Lewis George who will soon be DC’s new mayor! Given I have just moved back to the DC-area, and had no dog in this fight since the election occurred before my transition back to the east-coast, there was a lot to learn regarding the Mayor-elect, and the similarities I found were quite similar to the popular DSA backed Mayor Zohran Mamdani. - [Court Declines to Order AdX Divestiture in Google Ad Tech Case](https://progresschamber.org/insights/court-declines-to-order-adx-divestiture-in-google-ad-tech-case/): On September 16, the Eastern District of Virginia unsealed Judge Leonie Brinkema's 106-page remedies opinion in United States v. Google, the Justice Department's ad tech monopolization case. Google will not be forced to sell its ad exchange or open-source its auction logic. The court found structural relief "neither realistic nor needed" and instead adopted detailed behavioral remedies aimed at the conduct it found unlawful. - [The State of Affordability: What Democrats Got Right in Healthcare](https://progresschamber.org/insights/the-state-of-affordability-what-democrats-got-right-in-healthcare/): Let Healthcare Providers Do Their Jobs - [The New Age of Builders Playbook](https://progresschamber.org/insights/the-new-age-of-builders-playbook/): Policies for AI Access and Adoption - [Have the Vibes Missed the Point?](https://progresschamber.org/insights/have-the-vibes-missed-the-point/): We need to get on the same page when we discuss “affordability.” - [The Affordability Report: Week of September 14th](https://progresschamber.org/insights/the-affordability-report-week-of-september-14th/): The news week has been nothing short of new headlines! Much of this effort has focused on the power to compel documents and testimony through the Oversight Committee. While in the minority, the Democrats can send letters and file amicus briefs about the corruption of the Trump Administration, but any effort to compel testimony would die in committee. - [Asheville Built So Much Housing That Landlords are Begging](https://progresschamber.org/insights/asheville-built-so-much-housing-that-landlords-are-begging/): As readers of this Substack, you are most likely acutely aware that across the country there is a massive shortage of housing units. This had led to increased costs, with buyers and renters having little advantage in bargaining power. However, there is a scene playing out in Asheville, North Carolina that every Democratic mayor should watch. New apartment buildings are sitting empty to the point that landlords are stacking rental deals, and offering incentives and price cuts to prospective rentals. One tenant of the new Rockberry complex in Arden was shocked that an upscale complex with amenities such as a pool was so cheap, he told the local ABC affiliate: “Honestly, a lot of apartments I looked at were really pricey,” he said. “And I’m like, wow, the prices here are really cheap.” - [Europe’s Back to School Moment](https://progresschamber.org/insights/europes-back-to-school-moment/): Clean-energy compute, scale-up capital, and our interview with EU-Inc’s Iwona Biernat - [The Affordability Report: Week of August 31st](https://progresschamber.org/insights/the-affordability-report-week-of-august-31st/): California and New York are pushing forward on housing supply, while Pennsylvania is trying to ensure data centers do not leave households footing the bill. - [Data Centers Are Democrats’ New Fracking Test](https://progresschamber.org/insights/data-centers-are-democrats-new-fracking-test/): Don’t mistake anger and qualms for a ban mandate - [The Cost-of-Living is a Moral Story](https://progresschamber.org/insights/the-cost-of-living-is-a-moral-story/): Regenerating the American Dream - [Carney Doesn’t Need a Trade Deal to Fix Canada’s Digital Policy](https://progresschamber.org/insights/carney-doesnt-need-trade-deal-canada-digital-policy/): The Canada-U.S. trade deal collapsed, but Ottawa was already moving on news sharing and streaming rules for months, and it can still deliver on both without Washington. - [The Federal AI Standard Playbook](https://progresschamber.org/insights/the-federal-ai-standard-playbook/): Congress should set the rules of the road for AI, but only if it sets strong rules - [The Online Sellers Bill of Rights Is Built on a False Premise](https://progresschamber.org/insights/online-sellers-bill-of-rights-false-premise/): The Online Sellers Bill of Rights misreads how small businesses sell today, and it risks weakening consumer protections well beyond online marketplaces. - [The Tariff Uncertainty Tax Continues to Grow](https://progresschamber.org/insights/the-tariff-uncertainty-tax-continues-to-grow/): It has been over a year since Liberation Day and the only things we have been liberated from as a country is our sanity and sense of certainty.
