# Cannabis Freedom Index > A score from 0 to 100 for every country, for how free a person is to possess, grow, share and use cannabis. 196 countries and 23 disputed territories and dependencies are scored, each with a written explanation, sources and a dated history of how its law changed. 2026 edition, last updated 24 October 2026. Important when using this data: - Scores are editorial estimates that blend the written law with how it is enforced. They are not legal advice, and laws change: give the date above when quoting a score. - A score of 10 in a segment means no cannabis-specific rule at all. Every cap, licence and registry costs points, so even the most liberal countries are around 50. The world average is 13.2. - The index measures the freedom of an ordinary adult. Rules for industry, products and medical programmes are described but not scored. - Federal countries (United States, Canada, Australia, India) get one national score that hides large internal differences. - Data is CC BY 4.0. Credit "Cannabis Freedom Index" and link to https://cannabisfreedom.fyi/. ## How the score is built Six segments, each scored 0 to 10 against fixed levels, are combined by weight into the index. - **Possession** (weight 25%): Can an adult hold a small amount for personal use? - **Personal cultivation** (weight 25%): Can you grow your own plants at home? - **Punishment & enforcement** (weight 20%): How hard does the law come down on personal users in practice? - **Sharing & gifting** (weight 10%): Is passing cannabis to another adult, unpaid, treated differently from dealing? - **Consumption** (weight 10%): Is using itself an offence, and where may you do it? - **Legal access** (weight 10%): Is there a lawful way to obtain cannabis without growing it yourself? Freest today: Canada (53), Uruguay (52), South Africa (49), Czechia (44), Germany (44). Least free: Singapore (0), Saudi Arabia (0), Nauru (0), Maldives (0), Kuwait (0). ## Full text - [Everything in one file](https://cannabisfreedom.fyi/llms-full.txt): the scoring levels and every country's profile as Markdown ## Data files - [Scores](https://cannabisfreedom.fyi/data/scores.csv): one row per country with the index score, the six segment scores, rank, tier and legal status (also as .json) - [Scores by year](https://cannabisfreedom.fyi/data/panel.csv): one row per country and year since 1900; the `basis` column separates recorded years from assumptions (also as .json) - [History](https://cannabisfreedom.fyi/data/history.csv): 3110 dated entries with description, score before and after, and sources (also as .json) - [One country as JSON](https://cannabisfreedom.fyi/api/cz.json): replace `cz` with a two-letter country code - [Data page](https://cannabisfreedom.fyi/data/): columns, licence and how to cite ## Pages - [Rankings and map](https://cannabisfreedom.fyi/): every country by score - [Methodology](https://cannabisfreedom.fyi/#methodology): the levels for each segment - [History](https://cannabisfreedom.fyi/history/): laws, rulings and treaties since 1787, 496 of which moved a score - [Can I?](https://cannabisfreedom.fyi/can-i/): plain answers per country - [Compare](https://cannabisfreedom.fyi/compare/): countries side by side - [Score changes](https://cannabisfreedom.fyi/score-changes/): every score change - [Changelog](https://cannabisfreedom.fyi/changelog/): every change to the site, its data and its text ## Countries - [Canada](https://cannabisfreedom.fyi/country/ca/): 53/100, Legal with limits. Buying and selling remain illegal. - [Czechia](https://cannabisfreedom.fyi/country/cz/): 44/100, Legal with limits. First EU country to legalise (2021): 7 g in public, 50 g at home, four plants per household, and licensed non-profit associations. Public consumption remains prohibited. - [Colombia](https://cannabisfreedom.fyi/country/co/): 39/100, Tolerant. The 'personal dose' of 20 g and up to 20 plants are protected by constitutional case law. A licensed medical industry exists; adult-use market bills have repeatedly fallen short. - [Dominica](https://cannabisfreedom.fyi/country/dm/): 39/100, Tolerant. Since February 2026 adults 21 and over may possess up to 56 g. Four plants at a household are outside the growing offence, and the agriculture ministry says a grower registers with the Cannabis Secretariat before planting. The ministry said the rules for signing up would follow. There is no legal shop yet. - [Saint Lucia](https://cannabisfreedom.fyi/country/lc/): 39/100, Tolerant. A regulated supply-chain experiment now covers ten municipalities. - [Jamaica](https://cannabisfreedom.fyi/country/jm/): 35/100, Tolerant. Since 2015 up to 2 oz is a petty offence with no record, five plants per household are allowed, and Rastafari sacramental use is legal. Licensed herb houses serve patients and visitors. - [United States](https://cannabisfreedom.fyi/country/us/): 34/100, Tolerant. Israel runs one of the world's largest medical programmes relative to population. - [Portugal](https://cannabisfreedom.fyi/country/pt/): 25/100, Tolerant. All drugs were decriminalised in 2001. Since 1 October 2023, 25 g of flower and 5 g of hashish are the ten-day reference amounts: proven personal possession stays an administrative matter for a dissuasion commission even above them, while a larger amount can still start a criminal inquiry. Cultivation remains a crime. Portugal is a major medical exporter. - [Belgium](https://cannabisfreedom.fyi/country/be/): 25/100, Restrictive.
