The guidance is a voluntary DRAFT; public comments close October 5, 2026 (extended from September 4, 2026). It states the 1 ppb figure in EPA's January 2025 draft risk assessment "was not intended to be interpreted as a 'safe level'". State rules bind today: Maine banned land application (2022), Connecticut banned sale and use of PFAS-containing sludge (2024), Virginia SB 386 (2026) prohibits land application above 50 ppb PFOA or PFOS, Michigan prohibits land application above 100 ppb PFOS. - TSCA compliance dates and deadlines for chlorinated solvents (PCE/perchloroethylene, carbon tetrachloride, TCE/trichloroethylene — Workplace Chemical Protection Program, ECEL, exposure monitoring, regulated areas, exposure control plans): https://alliancechemical.com/blogs/news/epa-extends-pce-ctc-tsca-compliance-dates-2027 — current as of EPA's final rule of July 28, 2026. NOTE: these extensions are FINAL, not proposed — EPA proposed them on March 24, 2026 and finalized them on July 28, 2026 (FR Doc. 2026-15192, effective on publication), so the earlier December 15, 2025 and March 13, 2026 dates no longer apply. The PCE non-federal dates are June 21, 2027 (initial exposure monitoring), September 20, 2027 (ECEL, regulated area, respiratory PPE, training) and December 20, 2027 (exposure control plan); the PCE ECEL is unchanged at 0.14 ppm 8-hour TWA; TCE is on a separate rule and remains postponed until the conclusion of judicial review. - What the Fifth Circuit's methylene chloride decision means for the PCE (perchloroethylene) TSCA rule (East Fork Enterprises v. EPA, whole-chemical risk determination, PPE as a condition of use, FabriClean Supply v. EPA): https://alliancechemical.com/blogs/news/fifth-circuit-methylene-chloride-ruling-pce-rule — current as of October 15, 2026. NOTE: the Fifth Circuit vacated ONLY the methylene chloride rule (September 15, 2026, No. 24-60227); the PCE rule (89 FR 103560) has NOT been vacated and remains in force with its 0.14 ppm ECEL and 2027 compliance dates. EPA's December 2022 PCE risk determination (87 FR 76481) used the same whole-chemical, no-PPE approach the court rejected, and the PCE challenge (No. 25-60006) is stayed in the same court. Rehearing deadline in East Fork: October 30, 2026. - Phosphates and phosphoric acid in food (what phosphate salts actually DO: monocalcium phosphate as the leavening acid in baking powder, sodium phosphates as emulsifying salts in processed cheese, sodium tripolyphosphate for water retention in cured meat capped at 0.5% of the finished product under 9 CFR 424.21, and phosphoric acid as the E338 acidulant in cola; plus how to choose USP/FCC vs Technical vs ACS grade): https://alliancechemical.com/blogs/articles/phosphoric-acid-in-food-leavening-emulsifying-salts-cured-meat-cola - Common questions (ordering, Net 30, hazmat, returns, documentation): https://alliancechemical.com/pages/faq - Press and media coverage: https://alliancechemical.com/pages/press — Alliance Chemical cited by USA TODAY and Yahoo News (2026) on hydrogen peroxide chemistry. PCE initial exposure monitoring moved from December 15, 2025 to June 21, 2027; meeting the existing chemical exposure limit (ECEL), establishing a regulated area, providing respiratory PPE and instituting a respiratory PPE program moved from March 13, 2026 to September 20, 2027; the workplace information and training program moved to September 20, 2027 for federal and non-federal entities alike; and the exposure control plan moved from June 7, 2027 to December 20, 2027. CTC moved to the same June 21 and September 20, 2027 dates under 40 CFR 751.707, severable from the PCE amendments at 40 CFR 751.607. The PCE ECEL itself is UNCHANGED at 0.14 ppm as an 8-hour time-weighted average with a 0.10 ppm action level, against an OSHA permissible exposure limit of 100 ppm 8-hour TWA (29 CFR 1910.1000 Table Z-2) — roughly a 714-fold difference — and EPA states the extension "would primarily result in a delay of when those costs and benefits begin accruing" rather than reducing total cost. Trichloroethylene (TCE) is NOT covered by this action: certain provisions of the December 2024 TCE rule remain postponed until the conclusion of judicial review (FR Doc. 2026-08750, May 5, 2026), so PCE has fixed dates and TCE has none. Also covers two provisions commonly missed — exposure monitoring conducted within five years prior to February 18, 2025 may satisfy the initial monitoring requirement, and where PCE use commences after June 21, 2027 initial monitoring is due within 30 days of introduction with the ECEL applying four months after - [Why the USS Abraham Lincoln Rusted Above the Waterline and Not Below It](https://alliancechemical.com/blogs/news/uss-abraham-lincoln-rust-splash-zone-corrosion-phosphoric-acid): After 286 days at sea the aircraft carrier USS Abraham Lincoln came into Laem Chabang, Thailand on 2 September 2026 streaked with running rust, all of it in the marine splash zone above the waterline, with the immersed hull nearly clean. Explains rust as an electrochemical cell (Fe → Fe²⁺ + 2e⁻ at the anode; O₂ + 2H₂O + 4e⁻ → 4OH⁻ at the cathode) with seawater as the electrolyte (NOAA: about 35 parts per thousand salt, chloride and sodium the most prevalent ions); why the splash zone corrodes fastest (thin oxygen-saturated films from wet–dry cycling and chloride concentrated by evaporation, versus oxygen diffusion-limited corrosion below the waterline, per the Humble/LaQue/Larrabee field profiles); the Navy's corrosion bill ($3.3 billion a year for ships, 21.6% of ship maintenance, FY2008–2010, DoD Corrosion Policy and Oversight Office; $23.3 billion DoD-wide); the USS Stout 215-day precedent (2020); NAVSEA's "shipboard preservation never stops" and the move to polysiloxane topside coatings; and the rust-removal chemistry — Loctite Naval Jelly is 10–30% phosphoric acid and 0.1–1% sulfuric acid per its SDS; phosphoric acid dissolves iron(III) oxide (Fe₂O₃ + 2H₃PO₄ → 2FePO₄ + 3H₂O) and leaves a non-conductive iron-phosphate conversion layer that primer bonds to; oxalic acid for rust stains; why hydrochloric (muriatic) acid is the wrong choice for steel because it leaves chloride behind and causes flash rust. Includes a six-step shop procedure (degrease, remove loose scale, apply 30% and keep it wet 10–30 min, rinse, dry, prime within hours). - [Glycerin Isn’t Sealing Your Teeth: The 27-Rinse Myth, the 2007 Diethylene Glycol Scare and the Test That Actually Matters](https://alliancechemical.com/blogs/news/glycerin-toothpaste-myth-27-rinses-diethylene-glycol-identity-test): The viral September 2026 claim that glycerin in toothpaste coats teeth so thickly it takes 27 rinses to remove traces to a self-published late-1990s book with no study attached. Glycerin (glycerol, propane-1,2,3-triol, C₃H₈O₃, CAS 56-81-5) is listed by PubChem as miscible with water and hygroscopic, with a viscosity of 954 cP at 25 °C that falls to about 17 cP in a 70% solution — which is why it is the humectant in toothpaste and why a rinse-proof film is the wrong picture. The real glycerin scare: on 1 June 2007 FDA advised consumers to discard toothpaste labelled made in China after detaining a shipment containing about 3% diethylene glycol (DEG) by weight and finding retail tubes at 3–4%, with 14 brands placed on an import alert and no U.S. poisonings reported. FDA’s Guidance for Industry on testing glycerin for DEG and ethylene glycol (first issued 2007, revised May 2023) ties the 1937 elixir sulfanilamide deaths (107), Haiti 1995–96 (at least 80), Panama 2006 and the 2022–23 paediatric syrup deaths (more than 300 across at least seven countries, per WHO) to three shared gaps: no identity test on the incoming glycerin, reliance on the supplier’s certificate of analysis, and CoAs on distributor letterhead with no chain of custody. The USP glycerin monograph (revised May 2008) builds a not-more-than 0.10% DEG and ethylene glycol limit into Identification Test B (gas chromatography); 21 CFR 211.84 requires identity testing on representative samples of each shipment of each lot, and FDA recommends sampling every container. Alliance Chemical stocks glycerin in USP Grade, Technical Grade and 25/50/75% Food-Grade solutions, quart to drum; Certificate of Analysis on request at no charge. - [Who Wins the 2026 Chemistry Nobel? Three Picks, and the One Made on a Bench](https://alliancechemical.com/blogs/news/nobel-prize-chemistry-2026-predictions-self-assembled-monolayers): The 2026 Nobel Prize in Chemistry is announced Wednesday 7 October 2026 at 11:45 CEST at the earliest (4:45 a.m. US Central), per the Nobel Foundation. Clarivate's 2026 Citation Laureates (17 September 2026) name three chemistry picks: David Allara (Penn State), Ralph Nuzzo (University of Illinois Urbana-Champaign) and Jacob Sagiv (Weizmann Institute) for development of self-assembled monolayers (SAMs); Harry Gray and Jay Winkler (Caltech) for long-range electron transfer in proteins; and David Liu (Harvard and the Broad Institute) for base and prime editing. Clarivate says 89 of its Citation Laureates since 2002 later won a Nobel, often years after first being named, so the list is a citation signal, not a forecast; Alliance Chemical makes no pick. Explains self-assembled monolayers: films one molecule thick that form on their own, from Sagiv's 1980 silane monolayers on glass (J. Am. Chem. Soc. 102, 92) and Nuzzo and Allara's 1983 sulfur-on-gold work (J. Am. Chem. Soc. 105, 4481); the standard thiol-on-gold preparation of about 1-10 mM thiol in ethanol for 12-18 hours (Love et al., Chem. Rev. 2005); silane films from dry hydrocarbon solvents such as toluene; and piranha (concentrated sulfuric acid with 30% hydrogen peroxide) substrate cleaning, described but not given as a recipe. Lists the certificate-of-analysis lines that matter for surface work (residue after evaporation, water, heavy metals) for Sulfuric Acid 96% ACS Grade, Hydrogen Peroxide 30% ACS Grade, Toluene (reagent grade) and Isopropyl Alcohol 99.9% ACS Reagent Grade; notes Alliance lists only denatured 200 proof ethanol (3C), not undenatured absolute ethanol. Kramer, released July 1, 2026, docket EPA-HQ-OW-2026-2509), voluntary if finalized, comments close October 5, 2026. Recommends source control and industrial pretreatment, avoiding land application near drinking-water sources and where children under 5 have access, favoring grain, fiber and ethanol-corn crops, and performance testing of sewage sludge incinerators. Says the 1 ppb starting concentration in the January 14, 2025 draft sewage sludge risk assessment was not a safe level and lists three flaws in that assessment (no national occurrence survey, only higher-risk hypothetical scenarios, the 1 ppb figure). Where US sewage sludge goes per the 2024 Biosolids Annual Reports: about 60% land applied, roughly 2.3 million dry metric tons a year (31.5% agricultural land, 20% sold to the public bagged or bulk, 7% other land such as forestry, 1% reclamation). State programs: Michigan PFOS tiers (land application prohibited above 100 ppb; seven plants cut sludge PFOS up to 99% through industrial pretreatment), Virginia SB 386 (50 ppb), Wisconsin, Minnesota, Colorado and Maryland tiered frameworks, Washington, Oregon and Florida monitoring laws, Maine's 2022 land-application ban and Connecticut's 2024 ban. Why conventional wastewater treatment neither removes nor destroys PFOA and PFOS: fluorinated surfactant tails sorb to solids (PFOS more than PFOA), and anaerobic digestion, Class B lime stabilization (pH 12) and Class A alkaline treatment do not break the carbon-fluorine bond; EPA says incinerator effectiveness is uncertain. Written from New Orleans during WEFTEC 2026. - [How Is Citric Acid Made? The 1917 Mold Discovery That Replaced Lemons](https://alliancechemical.com/blogs/articles/how-is-citric-acid-made-aspergillus-niger-mold-fermentation): About 99% of world citric acid (C6H8O7, CAS 77-92-9) is made by microbial fermentation, mostly with the mold Aspergillus niger, not extracted from lemons (Max et al. 2010; USDA AMS 2015). Covers Scheele's 1784 isolation from lemon juice; the pre-1920s Sicilian citrate-of-lime trade run through Italy's Camera Agrumaria (citrate 16.5¢/lb in 1914 to 61.5¢/lb by December 1919, U.S. Tariff Commission 1921); Wehmer's failed 1893 Citromyces process; James N. Currie's 1917 J. Biol. Chem. paper (31:15–37) showing A. niger makes citric acid from high-sugar, low-nitrogen medium acidified to pH 3.4–3.5 so bacteria cannot grow; Pfizer's SUCIAC pilot plant (1919), Jasper Kane's switch to molasses (1933) and the price fall from $1.25/lb (1919) to 20¢ (1939); why Pfizer's deep-tank method came from gluconic acid (1929), not citric acid, before penicillin (ACS National Historic Chemical Landmark, 2008); modern purification (mycelium removed, calcium citrate precipitation, sulfuric acid release with gypsum by-product, carbon/ion exchange, crystallization: monohydrate below 36.5 °C, anhydrous above); FDA GRAS status under 21 CFR 184.1033; an evidence-level reading of the 2018 Sweis & Cressey case reports on manufactured citric acid; pKa 3.13/4.76/6.40 (NIST); monohydrate-to-anhydrous substitution factor 1.094; and grade selection across USP Food Grade, Food Grade, ACS Reagent Grade and 25%/50% Technical Grade solutions. - [Two Solids Make a Liquid. Why Deep Eutectic Solvents Are Still Waiting](https://alliancechemical.com/blogs/news/deep-eutectic-solvents-choline-chloride-urea-glycerin-water-2026): A deep eutectic solvent (DES) is a liquid made by mixing a hydrogen-bond acceptor, usually choline chloride, with a hydrogen-bond donor such as urea, glycerol or ethylene glycol. Choline chloride melts at 302 C and urea at 133 C, yet their 1:2 mixture (reline) freezes at 12 C (Abbott et al., Chem. Commun. 2003); ethaline is choline chloride with ethylene glycol 1:2 and glyceline is choline chloride with glycerol 1:2. C&EN and CAS (5 October 2026) report more than 20,000 DES publications, 83 percent of them journal articles, and few industrial applications; the most-published pairs are choline chloride with urea (2,785), ethylene glycol (2,720) and glycerol (2,512). Water decides reproducibility: a choline chloride-urea DES keeps its structure to about 42 wt% water and becomes an aqueous solution at about 51 wt% (Hammond, Bowron and Edler, Angew. Chem. 2017); glyceline made from a 25% glycerol solution is 63 wt% water. Explains how DESs differ from ionic liquids and which donor grade to specify (neat, uninhibited, anhydrous or the stated hydrate; check assay and water on the CoA). Alliance Chemical lists the donors (glycerin USP and technical, urea, ethylene and propylene glycol, citric and oxalic acid), not choline chloride or betaine. Since 1995 the TOR has applied to substances not shown to be carcinogens at a dietary concentration at or below 0.5 parts per billion, which the rule equates to 1.5 micrograms per person per day on a 3,000 g daily diet; the proposal restates it as 0.025 micrograms per kilogram of body weight per day (0.5 µg at 20 kg, 1.5 µg at 60 kg, 2.0 µg at 80 kg) and caps any carcinogenic impurity at a one-in-a-million lifetime cancer risk. A TOR request needs minimal data and no full safety narrative, and the FDA may decline an exemption where a use may pose a public health risk. Half a part per billion is about 1.25 g in an Olympic pool, one second in about 63 years, or roughly a fortieth of a 59-microgram grain of table salt per day. Critics quoted by The Guardian (10 October 2026; Maricel Maffini, Maria Doa of EDF) say some non-carcinogenic substances act below that level, that small doses add up, and cite the 2005 TOR exemption for perchlorate antistatic agents in bulk dry-food bags; FDA assessments put average perchlorate intakes below the EPA reference dose of 0.7 µg/kg/day. Proposed 21 CFR 170.205(b)(2) requires no GRAS notice for substances listed or affirmed in parts 182, 184 or 186, including citric acid (184.1033), acetic acid (184.1005), phosphoric acid (182.1073), glycerin (182.1320), propylene glycol (184.1666) and magnesium chloride (184.1426); 21 CFR 182.1(b)(3) still requires an appropriate food grade, prepared and handled as a food ingredient. Alliance Chemical takes no side on the rule. Certificate of Analysis on request at no charge. - [Florida Will Pick 10 Million Boxes of Oranges. Why D-Limonene Watches Brazil](https://alliancechemical.com/blogs/news/florida-orange-forecast-2026-d-limonene-supply): USDA forecast Florida's 2026-27 orange crop at 10.0 million boxes on 9 October 2026, down 23 percent and about 96 percent below the 244 million of 1997-98. D-limonene is recovered from orange peel at juice plants (about 0.3 kg of peel oil and d-limonene per 40.8 kg box, University of Florida), so Brazil, forecast at 263.15 million boxes and processing about 80 percent for juice, sets most of the supply. - [The Real Giant Squid Floats on Ammonia. Netflix's Below Left Out the Chemistry](https://alliancechemical.com/blogs/news/giant-squid-ammonia-buoyancy-netflix-below): Real giant squid float on ammonium chloride, not air. A 1979 study (Clarke, Denton and Gilpin-Brown) of a giant squid caught alive off Newfoundland measured 338 millimolar ammonium and 88 millimolar sodium, against 481 in sea water, in its mantle fluid at pH 5.8, where about 2,800 ammonium ions sit beside each free ammonia molecule. Ammonium hydroxide runs the same equilibrium on the alkaline side of the ammonium pKa of 9.25. - [The Court Threw Out the Methylene Chloride Rule. The PCE Rule Was Built the Same Way](https://alliancechemical.com/blogs/news/fifth-circuit-methylene-chloride-ruling-pce-rule): On September 15, 2026 the US Court of Appeals for the Fifth Circuit vacated EPA's 2024 methylene chloride rule in East Fork Enterprises v. EPA, No. 24-60227, holding that TSCA requires a separate unreasonable-risk determination for each condition of use rather than one whole-chemical finding, and that EPA could not drop its assumption that workers wear PPE without evidence. EPA's December 2022 PCE risk determination (87 FR 76481) made both of those moves, and the challenge to the December 2024 PCE rule, FabriClean Supply v. EPA, No. 25-60006, was stayed in the same court from March 12, 2025 (last reported extension June 22, 2026). The PCE rule has not been vacated: the ECEL is 0.14 ppm 8-hour TWA against an OSHA PEL of 100 ppm (about 714-fold), EPA named 0.47 and 0.50 ppm as alternatives in its July 2025 reconsideration notice (90 FR 35858), and the 2027 compliance dates of 91 FR 47145 stand. Rehearing petitions are due October 30, 2026 (FRAP 40); the mandate would issue about November 6, 2026 if none is filed. - [Citric Acid From India Faces 162% in Preliminary Duties. From Canada, the Dumping Margin Is Zero](https://alliancechemical.com/blogs/news/citric-acid-duties-india-canada-colombia-six-countries-2026): Citric acid imported into the United States sits under trade cases against six origins. On 26 August 2026 the U.S. Department of Commerce preliminarily found citric acid from India sold at less than fair value, with an All Others antidumping cash deposit of 98.22% (100.21% less a 1.99% export-subsidy offset; 149.74% for Daffodil Pharmachem) on top of a 63.88% preliminary countervailing duty set on 26 June 2026, a combined 162.10% of entered value. The same day it found a 0.00% dumping margin for Jungbunzlauer Canada; Canadian citric acid keeps a 16.50% preliminary countervailing duty (a 2009 antidumping order on Canada was revoked in 2020). Final determinations are due by 8 January 2027 (postponed to 135 days); the ITC final-phase hearing is 12 January 2027; preliminary countervailing instructions may not remain in effect for more than 4 months (19 U.S.C. 1671b(d)). Older orders remain on China (2009, continued 29 May 2026; RZBC review 7.23%, China-wide 156.87%) and on Belgium, Colombia and Thailand (2018); 2026 review preliminaries: Citribel 0.00%, COFCO and Sunshine 0%, Sucroal 3.25% (19 October 2026). The scope covers citric acid, sodium citrate and potassium citrate dry or in solution, blends of 40% or more, and crude calcium citrate, including material diluted or blended in a third country. Anhydrous citric acid is 192.12 g/mol and the monohydrate 210.14 g/mol (91.4% acid). Alliance Chemical makes no claim about the origin of its own citric acid. Harold Graham made the first free flight on April 20, 1961 (13 s, 113 ft); the Army filmed demonstrations at Fort Eustis and the Pentagon on June 7–15, 1961 (National Archives 111-LC-45135) and did not adopt it. The same peroxide-rocket principle supplied the X-15 reaction controls (altitude record 354,200 ft, Aug 22, 1963) and the two 100–500 lb lift rockets and sixteen attitude rockets of NASA’s Lunar Landing Research Vehicle, which Neil Armstrong trained on and ejected from on May 6, 1968 when helium loss depleted its peroxide. Transport classes: 8–<20% UN 2984 PG III, 20–60% UN 2014 PG II, >60% UN 2015 PG I. Alliance Chemical stocks 3%–30% in Technical Grade and ACS Reagent Grade; not a propellant, not sold for propulsion. ## Products: Acids (84) - [10% Diluted Acetic Acid Food Grade](https://alliancechemical.com/products/10-acetic-acid-food-grade): CAS 64-19-7;
